PROBLEM TO BE SOLVED: To provide a surface modification method which removes stress on a dynamic pressure generating groove surface and improves smoothness of the surface of the groove and a tool used for the surface modification method. SOLUTION: In the tool 1 modifying the surface of the dynamic pressure generating groove of the fluid dynamic bearing unit, the dynamic pressure generating groove for making lubricating fluid generated dynamic pressure for the bearing while the bearing is rotated is formed on a bearing face. Electrolytic grinding and wheel grinding are simultaneously applied to the same place on the surface of the dynamic pressure generating groove, by means of the tool 1 having a wheel 5 in which a pointed head face is capable of sliding to a bearing face and is arranged to become a coaxial arc in a sectioned view perpendicular to a shaft, and an electrode 4 for electrolytic processing in which the pointed head face has a designated interval with the bearing face and is set to become a coaxial arc in a sectioned view and is arranged so as be adjacent the wheel and a peripheral direction.
