<P>PROBLEM TO BE SOLVED: To provide a video signal processing device and a video signal processing method capable of the deterioration in vertical resolution, by performing satisfactorily appropriate black level expansion processing respectively to the original video signal and an interpolation signal thereof in converting a video signal of interlace scheme into a video signal of non-interlace scheme. <P>SOLUTION: The video signal of interlace scheme is scanning-line interpolated to convert it into the video signal of non-interlace scheme by a scanning line interpolation circuit 11, and black level expansion processing is performed to the interpolation scanning lines. After that, black expansion processing is applied to the non-interlaced video signal by a black level expansion circuit 12.
