<P>PROBLEM TO BE SOLVED: To provide a VQC controller which gives a phase modifier a restriction which makes the phase modifier operate at a most effective time only to reduce the times of operations and controls a generator while not less than a certain level of a reserve power for a reactive power adjustment is always maintained. <P>SOLUTION: A phase modifier restriction setting means which sets the restriction of a phase modifier is provided. According to obtained power system states and the set phase modifier restriction, control values of voltage reactive power adjustment apparatuses (a generator/a phase modifier/an LRT), which are placed at a plurality of positions in a power system, are calculated so as to have monitor point voltages within a prescribed range from an operation target value.
