PROBLEM TO BE SOLVED: To detect a motion vector of higher precision from a composite video signal.

SOLUTION: A featured amount converting part 23 generates a high order hierarchical featured amount corresponding to the phase of a chrominance signal at a point under consideration based on a composite video signal. A higher hierarchical motion vector detecting part 25 detects a higher hierarchical vector approximating the motion vector to be finally detected based on the high hierarchical featured amount. A featured amount converting part 24 generates a lower hierarchical featured amount corresponding to a target point being the target of the arithmetic operation of the detection of the motion vector based on the composite video signal in a target point and the peripheral of the target point. A lower hierarchical motion vector detecting part 26 detects the motion vector as the lower hierarchical vector by the arithmetic operation of the lower hierarchical featured amount corresponding to the higher hierarchical vector.
