PROBLEM TO BE SOLVED: To provide a foundation structure for a steel tower having a simple structure, a large strength against bending moment acting on the steel tower by a wind or the like and bearing a large weight of the steel tower and constructing method of the steel tower foundation which can be easily constructed. SOLUTION: A rotary and press-in steel pipe pile having a excavating blade having a diameter larger than the pile diameter at the lower end is obliquely and rotatingly pressed in the ground. In the steel foundation structure fixedly connected to the lower end of the steel tower, the rotary press-in steel pipe pile obliquely erected in the ground and the steel tower leg extending upwards are constituted to become linear.
