<P>PROBLEM TO BE SOLVED: To prevent deterioration in a developer and melt sticking on a developing roller due to mechanical or thermal load on the developer such as a toner and to improve the reliability of development. <P>SOLUTION: The device is provided with an electrifying part (electrifying roller) 5 having an electrifying substance (e.g. a photochromic layer) 11 which changes into a radical by irradiation of light and with a light irradiating part (light source) 6 to irradiate the electrifying part so that the radicalized electrifying substance 11 is brought into contact with the developer (toner) T to electrify the developer T.
