A treatment device comprises an envelope, where: (i) the envelope is made of a laminate comprising an adhesive matrix between 2 layers; (ii) 1 of the layers is permeable to a solvent; (iii) the layers are permanently bonded to the adhesive matrix; (iv) the matrix contains an active ingredient that is soluble in the solvent; and (v) the dissolved active ingredient is capable of being released through a side of the envelope. A treatment device comprises an envelope defining a cavity for receiving a body part, where: (i) the envelope is made of a laminate comprising an adhesive matrix between 2 layers; (ii) 1 of the layers is permeable to a solvent; (iii) the layers are permanently bonded to the adhesive matrix; (iv) the matrix contains an active ingredient that is soluble in the solvent; and (v) the dissolved active ingredient is capable of being released through a side of the envelope. An Independent claim is also included for producing the device, comprising folding and assembling a sheet of the laminate onto itself or shaping it into a pocket or assembling it with another sheet to form the envelope.
