PROBLEM TO BE SOLVED: To correct the phase deviation of a color difference signal accompanied with motion prediction compensation processing when an input signal is an interlaced scanning image.

SOLUTION: In this image information encoding device 10 for inputting an interlaced scanning image with a 4:2:0 format, a color difference signal phase compensating part 22 adaptively phase-shifts a color difference signal in a reference image block according to a motion prediction mode and the value of the vertical components of motion vector information so that the phases of the color difference signals can be matched in an input image block and a reference image block when executing motion prediction compensation processing.
