PROBLEM TO BE SOLVED: To provide a constantly stable damping force characteristics including a case small amplitude by maintaining a filling factor of elastomer at a specified value, by automatically regulating the filling factor of the elastomer even when the damping force characteristics are forced into reduction owing to lowering of the filling factor of the elastomer in a cylinder chamber due to a temperature change and leakage. SOLUTION: A pressure regulating unit 60 to exert a given applying pressure on the elastomer 6 by pressing moving members 63 and 83, fitted in cases 61 and 81, through the force 62 of a spring is connected to a cylinder chamber 5 filled with the elastomer 6.
