PROBLEM TO BE SOLVED: To provide an electroluminescent element using a polymer containing 9-oxo-9-phosphafluorene-2,7-diyl skeleton and allylene skeleton in a principal chain. SOLUTION: A layer, containing a polymer containing 9-oxo-9- phosphafluorene-2,7-diyl skeleton and allylene skeleton in a principal chain expressed by the formula (1), having a thickness of 1 nm-10 nm, is laid between a positive electrode and a negative electrode of which, either one is transparent or translucent. In the formula, R represents hydrogen atom, alkyl group, cycloalkyl group, aralkyl group, aryl group, alkyloxy group, cycloalkyloxy group, or aryloxy group.
