<P>PROBLEM TO BE SOLVED: To lower the cost needed for encryption communications and to lighten the load on a server side while preventing a 3rd party from stealing document data sent through a network from a document management system on the Internet. <P>SOLUTION: On the document system, previously encrypted document data and its decryption key are both held.
