PROBLEM TO BE SOLVED: To provide a database access control method in which the real time performance of charge call processing can be improved. SOLUTION: Corresponding to the number of job terminals 60 to be connected for requesting job processing as processing to access a card service DB 50, the connections of these job terminals 60 are regulated by a card service controller 1 and corresponding to the number of job processing with high loads to be exerted upon the present device, such job processing is regulated. Besides, corresponding to the number of charge call processing requested from an external device and the number of job processing to be held in response to a request from the job terminals 60 as processing for accessing the card service DB 50, such job processing is regulated by the card service controller 1.
