PROBLEM TO BE SOLVED: To determine a wiring passage capable of efficiently wiring a block of a flip-flop in a wiring passage determining device for determining the wiring passage for serially wiring a plurality of blocks dispersively arranged on a plane while taking into consideration the distance between the blocks. SOLUTION: Vertically and horizontally independent weights are added to the distance between the blocks, and the wiring passage is determined by taking into consideration the weighted distance.
