PURPOSE: A PDCP(Packet Data Convergence Protocol) message sending method is provided to add components of PDCP information of an RRC(Radio Resource Control) necessary for a CPDCP_Config_Req message, and to generate a PDCP layer message necessary for operations of SRNS(Serving Radio Network Subsystem) relocation. CONSTITUTION: If RAB(Radio Access Bearer) establishment is performed in a target RNC(Radio Network Controller), an RRC of a target SRNC(Serving RNC) transmits a PDCP setup configuration message through a CPDCP_Config_Req message. After receiving a CPDCP_Relo_Req from an RRC of a source SRNC, a PDCP layer entity transmits a UL(UpLink) Receive PDCP sequence number to be received next from a UE(User Equipment) and a DL(DownLink) Send PDCP sequence number which a PDCP sends next to the RRC through a CPDC_Reloc_Conf message. If a message of a CPDCP_Forward_Req instructing forwarding of an unconfirmed SDU from the UE to the target RNC is received, a PDCP sequence number, a stored SDU and a corresponding sequence number are transmitted to an Iu-UP(lu-User Plane) through a PDCP_Data_Ind Primitive. The target SRNC of a relocation state stores the sequence number received from the Iu-UP through a PDCP_Data Req Primitive and SDUs in a forwarding related buffer of the PDCP until a CPDCP_SN_Req is received from the RRC. A UL Receive sequence number and a DL Send sequence number suitable for the PDCP are transmitted to the PDCP through a CPDCP_SN_Req. The PDCP receiving the CPDCP_SN_Req compares the DL Send sequence number received from the RRC with sequence numbers of the forwarded SDUs, to discard the SDUs smaller than the DL send sequence number. And the PDCP of the target RNC transmits all unconfirmed SDUs to the UE and provides normal PDCP functions.
