PURPOSE: A device and method for dithering are provided to apply a dithering algorithm having a predetermined probability according to comparison result between a lower bit of input image data with a random number, thereby resolving the abnormal display due to the dithering algorithm of temporal regularity. CONSTITUTION: A dithering device includes random number generator(410) for generating random number data of m bit, a comparator(420) for comparing lower data of m bit among input image data of n bit with the random number data output from the random number generator, and a converter(430). The converter outputs a first data of (n-m)bit among the input image data if the random number data is larger than or equal to the lower data of m bit. In the other case, the converter outputs a second data larger than the first data by 1.
