PURPOSE: A device of interfacing data to a UTOPIA level-2 interface device from a UTOPIA level-1 interface device is provided to enable communication with the existing UTOPIA level-1 interface device without changing design of the UTOPIA level-2 interface device, thereby expanding usage of the UTOPIA level-1 and level-2 interface devices. CONSTITUTION: A parity converter(100) receives parity bits for the first and the second 8-bit data, generates 16-bit parity bits, and transmits the data according to synchronization of start cell signals. A data converter(200) receives the first and the second 8-bit data, converts the data into 16-bit data, and transmits the data according to the synchronization. A control signal converter(300) receives a cell valid signal from a UTOPIA level-1 interface device, transmits the signal to a UTOPIA level-2 interface device, and receives an approval response signal from the UTOPIA level-2 interface device. The control signal converter(300) transmits the response signal to the UTOPIA level-1 interface device, receives the start cell signals, and transmits the signals to the UTOPIA level-2 interface device.
