PURPOSE: A combined underwater discharge and underoil discharge plasma reaction device is provided which generates high efficient ozonized water, alkali water and acidic water with low power consumption during underwater discharge and shortly lowers molecular weight of oil through stabilized glow discharge during underoil discharge. CONSTITUTION: In a plasma reaction device for generating electric discharge using medium of water or oil by impressing voltage to two electrodes inside reactor, the combined underwater discharge and underoil discharge plasma reaction device comprises first and second electrodes(11,15) formed in both sides of discharge region with the discharge region being positioned between the first and second electrodes; and first and second reaction catalyst layers(13,17) formed on a surface oppositely directed to the discharge region of the first and second electrodes, wherein third reaction catalyst layer is further formed in the discharge region, wherein the first and second reaction catalyst layers(13,17) are amorphous insulation layers(13a,17a), crystalline paraelectrics layers(13b,17b), or a shape in which the amorphous insulation layers and crystalline paraelectrics layers are sequentially laid up, wherein the first and second reaction catalyst layers are formed in a projected shape such as needle, sharp maintain or fluent brush needle, wherein any one layer in the first and second reaction catalyst layers is amorphous insulation layer, crystalline paraelectrics layer, or a shape in which the amorphous insulation layer and crystalline paraelectrics layer are sequentially laid up, wherein the first electrode is cylinder shape, and the second electrode surrounds the first electrode with the discharge region being between the first and second electrodes, and wherein the first and second electrodes are formed in a parallel flat plate structure.
