PURPOSE: A public key infrastructure using the biometric recognition information and a digital watermark technology is provided to transmit the data while maintaining the data confidentiality, and to offer a denial prevention evidence while securing the data integrity. CONSTITUTION: A biometric certificate management server(50) comprises a biometric certificate generation module(10), a biometric certificate management module(20) storing and managing the biometric certificates, and a mode controller(30). The biometric certificate generation module(10) generates the biometric certificate formed by inserting a watermark into the combined data combining the biometric information including an ID and the physical characteristic, such as a voice, a fingerprint, and an iris, of a user with the TS(Time Stamp). A client server(100) comprises a biometric recognition device(110) outputting the digital data by recognizing the analog biometric information, driving algorithm modules(130) compressing or decompressing a matched key, the TS, and the data, and a driver(120) controlling the input/output and the transmission of the data.
