PURPOSE: An apparatus and a method for cleaning strip in electrolytic cleaning process are provided to remove impurities stuck to a surface of a strip by using a movable brush roll. CONSTITUTION: An apparatus includes a brush roll(106a) movably installed on a brush scrubber(109) so as to remove impurities stuck to a surface of a steel strip(1) passing through the brush scrubber(109). A high-pressure spraying nozzle section is provided to wash the steel strip(1) by using first and second spraying nozzles(3,4). A hydraulic pressure control section is provided to supply water into the high-pressure spraying nozzle section. The hydraulic pressure control section includes high-pressure pumps(21,22), hydraulic pressure adjusting valves(23,24), and an automatic hydraulic pressure controller(29).
