PROBLEM TO BE SOLVED: To obtain a vulcanized material that has a consistent specific volume resistance against temperature and humidity fluctuations, and that shows no bleeding and no blooming. SOLUTION: A vulcanizing agent is blended with a rubber composition comprising 100 pts.wt. of an epichlorohydrin rubber and 0.1-15 pts.wt. of a quaternary ammonium salt represented by the formula 1: (N<SP>+</SP>R<SP>1</SP>R<SP>2</SP>R<SP>3</SP>R<SP>4</SP>)X<SP>-</SP>(wherein R<SP>1</SP>, R<SP>2</SP>, R<SP>3</SP>and R<SP>4</SP>are each an allyl group, or a substituted or unsubstituted alkyl group where at least one of the groups is an allyl group or a substituted alkyl group with an allyl group; and X<SP>-</SP>is an anion).
