PROBLEM TO BE SOLVED: To prepare an emulsified water/oil mixture, which can be readily used, can be utilized in any form of fuel formation units, the water/oil mixture not undergoing a long pretreatment at high temperatures and pressures in the presence of any catalyst, and is suitable for a fuel source. SOLUTION: The additive is used in a combustible fuel of a water/ hydrocarbon mixture, and comprises 55-65% of phenylethylphenyl polyethylene oxide, 18-30% of a metaldehyde, 3-5% of peroxybenzoic acid, and 4-12% of at least one ionic surface active agent selected from the group consisting of compounds of 1, 4-dihydroxybenzene and 2, 5-di-tert-butyl hydroquinone, based on the weight of the additive.
