PROBLEM TO BE SOLVED: To provide a polymeric surfactant consisting of a synthetic polymer used as an emulsifying agent in an aqueous emulsion polymerization, to provide a useful method of the emulsion polymerization by using the same and an emulsion adhesive consisting of the emulsion and having excellent characteristics. SOLUTION: This polymeric surfactant contains a random or block copolymer consisting of 5-30 wt.% (meth)acrylic monomer or vinyl-based monomer as a low molecular main chain component, 30-70 wt.% alkoxypolyethylene glycol(meth)acrylate as a hydrophilic component and 20-65 wt.% alkoxypolypropylene glycol(meth)acrylate, silicone-containing (meth)acrylate or fluorine-containing (meth)acrylate as a hydrophobic component, as main components.
