PROBLEM TO BE SOLVED: To solve problems in a crane where it is prevented from overturning by loading a counter weight for the purpose of providing a stabilizing moment balancing with an overturning moment or extending an arm length for the stabilizing moment or an outrigger but there is an inconvenience in handling a heavy object and the crane itself can not be used in a narrow place. SOLUTION: In the device, by using a whole or a part of force acting on an overturning moment side power point to move an arm in a supporting point direction at a crossing part of the arm and a supporting point, frictional force between a strut and a cylinder installed in an interior of the strut is applied to a point of application and it is used as the stabilizing moment.
