PROBLEM TO BE SOLVED: To eliminate any accident such as cargo drop attributable to the loss of the vacuum pressure when the cargo is stored by arranging a plurality of cargoes in a top-open container T and storing them in a dense manner by a simple mechanism. SOLUTION: A cargo arranging and storing device comprises a container supporting mechanism 12 to support the top-open container T with a large number of through holes (b) in a bottom side, a bar group vertically driving mechanism 13 to vertically displace a bar group fixing member 24 in which a large number of longitudinal supporting bars 23 inserted in the through holes (b) are implanted, and a horizontal supporting face (a) is formed at a tip of the longitudinal supporting bars 23, a cargo carrying and arranging mechanism 14 in which the row of the cargoes of the specified number is formed on the specified horizontal surface in the vicinity of the top-open container T, and a cargo pushing and moving mechanism 15 in which the cargoes of the specified number arranged by the cargo carrying and arranging mechanism 14 are pushed and moved to the specified position on the horizontal supporting surface (a) located at the height of the opening surface or over of the top-open container T with the longitudinal supporting bars 23 inserted in the through holes (b).
