PROBLEM TO BE SOLVED: To provide a former of a high yield of products free from any 'stripes' even when the products are manufactured by sheet metal processing. SOLUTION: In the former comprising a guide part 2 to continuously receive a packaging paper of a continuous paper form, and a base part 1 which has a predetermined angle with respect to the guide part when viewed from a side of the packaging paper feeding direction, bends the received packaging paper in a substantially U-shape, and changes the direction thereof to feed the packaging paper to a packaging device body side, a sheet 3 is integrally fitted thereto along a continuous and substantially U-shaped line which is formed from one side wall 1a of the base part 1 at a rear end of the feeding direction to the other side wall 1a via a bottom part 1b when viewed from the packaging paper feeding direction of the base part 1 in a substantial parallel with the substantially U-shaped line at the rear end from the rear end of the base part 1, and in a backwardly expanded manner so that the expansion from the bottom part 1b is substantially agreed with an imaginary plane in which a guide surface 2A of the guide part 2 is extended to the base part side.
