PROBLEM TO BE SOLVED: To provide a filling and packaging device and a filling and packaging method, and a packaging body capable of stably obtaining a folded part for forming an envelope-like overlapping part. SOLUTION: A temporary sealing device 10 which is disposed between folding devices 2A and 9 and a forming plate 12, and seals surface-contact films of a folding part F2 parallel to a film side edge by a temporary seal 11 of the peeling strength after the sealing smaller than that of a longitudinal seal at a part of the surface-contact area is provided. A longitudinal sealing device 13 is disposed between a folding line F2A of the folded part and the temporary seal 11 at the position to weld and seal a packaging surface film and the surface-contact film of the folded part.
