PROBLEM TO BE SOLVED: To provide a fender liner for a vehicle, capable of keeping sound absorption efficiency high while ensuring a function of a tire condition monitoring system, and the tire condition monitoring system capable of sufficiently monitoring a tire condition while maintaining high quietness in a vehicle compartment. SOLUTION: This fender liner 30 is fitted on the vehicle mounted with the tire condition monitoring system having a transmitter of transmitting the tire information and a wireless receiver of receiving the transmitted information, which are provided on tire wheels. The fender liner 30 is arranged so as to partition a section between the transmitter and the wireless receiver. A base part 31 constituting a large part of the fender liner 30 is constituted of a nonwoven fabric. A notch part is formed by notching part of the base part 31. A signal transmitting part 32 is attached to the base part 31 so as to seal the whole of the notch part. The signal transmitting part 32 is constituted of a non-water-absorbing material.
