PROBLEM TO BE SOLVED: To provide a separating precipitation tank which is capable or rapidly treating a soil water in the precipitation tank even if the soil water is left in a predetermined period of time in the precipitation tank and which does not necessitate to use a precipitation tank with a vast base area in order to increase the treatment speed, thereby reducing the construction and installation costs thereof, and to provide a cleaning system using the same. SOLUTION: The cleaning system is provided with the separating precipitation tank body to which the soil water is supplied, an outer pipe stood upward from the bottom of the inner side of the tank and an inner pipe installed vertically within the outer pipe. An inlet, from which the waste precipitated at the bottom of the separating precipitation tank flows in, is provided at the bottom of the outer pipe. A flow inlet from which the waste flows in from the inlet and rises inside the outer pipe is provided at the top of the inner pipe. The bottom of the inner pipe is extended outside from the bottom of the separating precipitation tank so that the waste from the flow inlet is discharged outside the separating precipitation tank body. The position of the flow inlet of the inner pipe is adjustable up and down. A biological liquid mixing tank to mix the raw water with a biological liquid is arranged at the front stage of the separating precipitation tank.
