PROBLEM TO BE SOLVED: To efficiently and accurately carry out initial phase matching of a grinding tool with a work by a simple process and composition. SOLUTION: The initial phase matching device 40 is provided with a torque detecting part 90 detecting increase of torque due to contact of tooth flanks 82R and 82L of the work W with a grinding face 84 of the grinding tool 60 when rotating a work axis 50 in both directions, a torque limiting value setting part 92 setting a limiting value of torque to be detected, and a contact position detecting part 94 detecting position data of the tooth flanks 82R and 82L of the work W when detected torque reaches the limiting value.
