PROBLEM TO BE SOLVED: To allow setting of paper without lifting up support tools and a paper restraining body, if not more than several sheets of paper, and to cut them in a condition as they are. SOLUTION: In this paper cutter wherein the support tools 4 are attached turnably in longitudinal both end positions of a base 1, wherein the paper restraining body 14 for fixing the paper is attached between the support tools 4, wherein a slider 6 is attached slidably to a rail 5 provided between the support tools, wherein a rotary blade and an elastic member are self-contained in the slider 6, and wherein the rotary blade is protruded outwards against elastic force of the elastic member when the slider 6 is pressed, a pushing-up member 20 is self-contained in the support tools 4 or the paper restraining member 14 to open the paper restraining member 14 slightly.
