PROBLEM TO BE SOLVED: To miniaturize a condenser, circulating water piping and a circulating water pump. SOLUTION: A final effluent temperature regulator comprises an inlet channel 1 for supplying cooling water as a heat exchanger medium for condensing exhaust steam from a steam turbine 4 in the condenser 5, from outside a power generating installation to the circulating water pump 2, and a discharge channel 7 for discharging cooling water past the condenser 5 out from the power generating installation via outlet side circulating water piping 6 as final effluent.
