PROBLEM TO BE SOLVED: To provide an information recording and reproducing apparatus that informs a user about start of broadcasting of a TV program in advance during reproduction of a video tape or the like so that the user misses no desirable broadcast program. SOLUTION: The information recording and reproducing apparatus is provided with: an entry means 9 by which the user enters a date and time; a storage means 10b that stores date and time data from the entry means 9 and stores display data used to display the arrival of a prediction time in characters/a sign/voice; and a control means 10 that allows the storage means 10b to store the date and time when the entry means 9 enters the date and time data, reads the display data from the storage means 10b, displays the arrival of the prediction time by means of the characters/the sign on a screen of a television receiver 4 and allows a speaker to sound voice when the time of the date and time data stored in the storage means 10b comes while the television receiver reproduces, displays and sounds the video/audio signals of the information recording medium.
