PROBLEM TO BE SOLVED: To correct image data so as to make an unclear part in an image to be clearly seen.

SOLUTION: A luminance value average calculating part 2 calculates the mean value of luminance values in the peripheral region of a pixel under consideration from inputted digital image data, and a luminance value mean value correcting part 4 corrects the mean value of the luminance values. A gain value calculating part 3 calculates a gain value by using the luminance value of the pixel under the consideration and the mean value of the luminance values, and a luminance correcting part 5 corrects the luminance value of the pixel under consideration by using the gain value and the corrected value of the mean value of the luminance values. A saturation correcting part 6 corrects a saturation value by using the luminance value before correction and the luminance value after correction. Thus, it is possible to properly maintain the balance of the whole image by correcting the mean value of the luminance values in the peripheral region of the pixel under consideration, and to correct only a dark part difficult to see without sacrificing any bright part easy to see by correcting the detail part of the image by using the gain value.
