<P>PROBLEM TO BE SOLVED: To solve the problem of the difficulty in grasping the state of users waiting for taxis at a taxi stand and effective taxis allocation being not performed, thus the waiting time becoming longer. <P>SOLUTION: A stand terminal device 4, installed at the taxi stand, issues a numbered ticket every one taxi required by the users and also detects the departure of the taxis. The current length of a waiting line is grasped from an issuing state of the numbered tickets and departure state of the taxis. The information is notified to a center 2. A taxis allocation processing unit 30 of the center 2 determines the number of taxis allocation, based on the length of the waiting line. Also, the taxis allocation processing unit 30 grasps the state of waiting for taxis at a plurality of taxi stands, and determines the distribution of the taxis allocation between mutual taxi stands. At the stand terminal device 4, the destination information of the users is acquired, which is notified to the center 2.
