PROBLEM TO BE SOLVED: To provide a conversion device Uc1 that converts one's own license information so that it can be transferred to another person.

SOLUTION: Each of at least two terminal devices uses content data according to license information generated in a content delivery system to which each of the devices subscribes. The conversion device Uc1 has a working area 13 in which license information for the terminal device of one side is stored, and a central processing part 12 that converts the license information stored in the working area 13 to the license information for the terminal of other side.
