<P>PROBLEM TO BE SOLVED: To provide a system that can issue a card in a considerably short time without going through a formal examination, for determining whether or not an applicant is a person who has made a bad deal or the like, that has been heretofore conducted as a risk hedge prior to the card issuance, by introducing a system that issues a tentative card of which the use range is limited to a specific field, the expiration date is set within a short time and the use limit amount is defined to a low amount. <P>SOLUTION: A tentative card issuing system, connected to a plurality of card issuing machines 1-1 to 1-n and a center server 3 through a communication line 2, has an image reading means that reads image data of a driver's license, a character recognition means that recognizes at least a driver's license number from the output from the image reading means and a check means that checks duplicate issuance of card with respect to the identical driver's license number based on the driver's license number.
