PROBLEM TO BE SOLVED: To provide a medium or small-scaled hydraulic power unit capable of obtaining high power generation in a partial flow rate area while restraining initial plant investment. SOLUTION: This power unit comprises one power generator 1, a plurality of pump reverse rotation water turbines P1, P2 arranged in parallel with a channel 2 formed between a water feed side and a water discharge side and connected to a main shaft 5 of the power generator at their output shafts 6A, 6B a plurality of valves 8A, 8B mounted on the channel corresponding to a suction port side of each pump reverse rotation water turbine P1, P2, a flowmeter 9 for detecting the total flow fed from the water feed side to the channel 2, and a control means 10 for controlling the valves 8A, 8B on the basis of the total flow detected by the flowmeter 9.
