PROBLEM TO BE SOLVED: To improve a control device to prevent the deterioration of combustion at the failure of an intake air heating means in its heating side or of an engine cooling means in its non-cooling side in an internal combustion engine provided with both of the above means. SOLUTION: This control device for the internal combustion engine is provided with the intake air heating means 61 switchable between its heating side and non-heating side, and the engine cooling means 10 switchable between its cooling side and non-cooling side. When it is judged that the intake air heating means fails to operate properly in its heating side, the engine cooling means is made to be the cooling side and after that, the switching to the non- cooling side is prohibited.
