PROBLEM TO BE SOLVED: To provide a picture information communication device in which a voice recognizing device can be substantially miniaturized. SOLUTION: Voice information and picture information from an information providing service station or the like is received through a line 100 by a transmitting/receiving circuit part 11, and the voice information is converted to character information by a data pump 12 (voice recognizing part 122) and displayed on a display part 142. Besides, a MODEM processing part 121 of the data pump 12 applies MODEM processing to the picture information and it is sent to a picture information processing part 16.
