<p><P>PROBLEM TO BE SOLVED: To provide a broadband telecommunications system capable of providing switching of ATM on a call-by-call basis without depending on the ability of speech processing and signal communications of an ATM switching device. <P>SOLUTION: The telecommunications system is provided with a processing system and an interworking unit. The processing system exists outside a telecommunication switch, receives and processes an initial address message to select an identifier, and generates a control message including the identifier to transmit it.
