PROBLEM TO BE SOLVED: To prevent software from being illegally used without using special hardware such as a dongle. SOLUTION: The software illegal usage preventing device includes a software ID issuing function, a data exchange function, a software ID managing function, a software ID checking function and a serial number managing function. The software ID issuing function issues a software ID to be a key for preventing illegal usage. The data exchange function exchanges information such as the software ID between a user and a software manufacturer. The software ID managing function manages the software ID. The software ID checking function recognizes the software ID and confirms whether the software is illegally used or not. The serial number managing function manages serial numbers at the software manufacturer, and reflects the presence of illegal usage in the software ID when the software is illegally used.
