<P>PROBLEM TO BE SOLVED: To provide a nonhalogen-based flame-retardant resin composition having flame retardancy clearing UL Standard VW-1 criteria, high mechanical strength, excellent thermal stability, bendability and flexibility, and free from generating halogen-containing substances such as harmful dioxins upon combustion, and to provide an insulated electric wire using the composition as a sheath material thereof. <P>SOLUTION: This flame-retardant resin composition comprises 80 to 180 pts.wt. of a metal hydrate and 2 to 10 pts.wt. of red phosphorus blended to 100 pts.wt. of a base polymer comprising 40 to 70 pts.wt. of an ethylene/vinyl acetate copolymer, 20 to 30 pts.wt. of an acrylic rubber and 10 to 30 pts.wt. of a maleic acid-modified polyolefin polymer. Preferably the acrylic rubber is a blend of 25 to 75 wt.% of an ethylene/acrylic acid copolymer or an ethylene/methacrylic acid ester copolymer and 25 to 75 wt.% of an ethylene/acrylic ester/vinyl acetate terpolymer.
