PROBLEM TO BE SOLVED: To drastically reduce communication expenses in a newspaper delivery vehicle travel management system and also to improve the convenience of the system.

SOLUTION: A position detecting device 3 mounted on a vehicle 2 for newspaper delivery is connected to a travel managing device 5 through a communication line 6. The travel managing device 5 sets areas through which the vehicle 2 travels, a sequence for traveling through the areas, scheduled times for traveling through the areas or the like, and downloads information related to the areas and the sequence to the position detecting device 3. Meanwhile, the position detecting device 3 detects the current position information and time information from an artificial satellite 9 corresponding to a GPS, appropriately compares the detected information with the downloaded information, and outputs information related to the current position or the like to the travel managing device 5 only if the vehicle 2 is decided to be located within the set areas.
