<p><P>PROBLEM TO BE SOLVED: To provide a means for smoothly performing a general meeting while ensuring reliability and safety for a general meeting management utilizing an IT technology. <P>SOLUTION: A general meeting management server extracts a member having a voting right from a member database, and generates authentication information every member having the voting right, which is transmitted to each member and also registered in an authentication database. When a client terminal makes a request of issuing a voting right certification file, the general meeting management server performs authentication by means of ID and authentication information. When having succeeded in authentication, the encrypted certification file of the voting right of the member including at least the ID and the number of the voting rights is generated and transmitted. When the client terminal transmits the voting right certification file and makes an invoke request of the voting right, the general meeting management server performs verification of the voting right certification file. When having succeeded in the verification, the invoking of the voting right is authorized, and the voting right invoking contents are registered in a decision detail DB.
