PROBLEM TO BE SOLVED: To provide a developer carrier by which a developer on the developer carrier can have stable and suitable charge and by which an stable image causing no image concentration lowering can be obtained even when repeatedly used. SOLUTION: The developer carrier is used in an image forming apparatus in which an electrostatic latent image formed on an image carrier is developed and is visualized by a positively electrifying developer carried on the developer carrier. The developer carrier has a covering resin layer containing inorganic powder 107 of positive triboelectric charge polarity to toner on its surface. Content of the inorganic powder 107 of positive triboelectric charge polarity to the toner in the covering resin layer is gradually increased toward a lower layer in the covering resin layer.
