PROBLEM TO BE SOLVED: To provide a tester for rechargeable batteries superior in portability and capable of measuring and determining the quality of the rechargeable batteries of the cordless telephone, power adaptors, etc., by a simple operations. SOLUTION: The operability is improved by making polarities the same at all times by a non-polarized circuit 14 even though an object to be measured is connected. In the case of an Ni-Cd battery pack to be measured, it is brought into a predetermined state of charge by a charging part 19 and then discharged by a constant current by a constant current loading circuit 17. By measuring the time to a discharge termination voltage with a control unit 20, it is possible to easily determine and measure the life and quality of the Ni-Cd battery pack to be measured in a short time. In the case of a power adaptor to be measured, by connecting the constant current loading circuit 17 to it and measuring its terminal voltage, it is possible to determine its quality without changing load according to its type. By facilitating ISDN connection by a measuring terminal for modular jack connection and measuring the voltage between terminals and polarities by a measuring part 18, it is possible to easily determine the quality of the connection.
