PROBLEM TO BE SOLVED: To make it possible to carry out route guiding suitably by using a vehicle mounted navigation device even in the case the coding system of a printed matter such as an atlas differs from a coding system capable of being accommodated to the vehicle mounted navigation device. SOLUTION: In the case code data which is read from the printed matter such as the atlas 4 or the like by using a scanning section of a personal digital assistant 10 and sent to the vehicle mounted navigation device 20, does not meet the coding system capable of being accommodated to the vehicle mounted navigation device 20, the code data is converted to code data of the coding system capable of being accommodated to the vehicle mounted navigation device 20 by an information processing server 30, and returned to the vehicle mounted navigation device 20. The vehicle mounted navigation device 20 establishes a travelling route for its own vehicle on the basis of the converted code data and carries out route guiding using this travelling route.
