PROBLEM TO BE SOLVED: To provide a speech reproducing device capable of realizing accurate fast-forwarding/rewinding by an easy control. SOLUTION: Coded speech data are inputted to a frame defining part 1, and are counted up by a frame counting part 2 every time a frame is defined. Thereafter, when the speech data are inputted to a decoding part 3, the decoding is switched on-off by a decoding on-off part 4 to be controlled by a reproduction rate fixing part 5, and the speech data are reproduced as speech at a desired speed.
