PROBLEM TO BE SOLVED: To provide a video signal transfer device that can ensure continuity of images without increasing a delay even with limited resources. SOLUTION: An input section 11 sequentially receives image data converted into a video signal by each frame at a fixed transfer rate. A control section 14 discriminates whether or not a position in a prescribed area on a frame succeeds to a position on a frame with respect to newest image data written in a buffer 12 by each prescribed area on the frame in image data sequentially received, discriminates whether or not the buffer 12 has a free capacity to which the image data of the prescribed area are to be written, writes the image data of the prescribed area that are discriminated to be succeeding to the position on the frame with respect to the newest image data and discriminated to have the free capacity to the buffer 12 according to the discriminations above, and a bus IF control section 13 sequentially outputs the image data written in the buffer 12 to a path whose transfer rate is varied.
