PROBLEM TO BE SOLVED: To provide a monitoring apparatus and a monitoring method for dioxins that can quickly, inexpensively, and easily measure the concentration or the like of dioxins in a scattered ash being generated by a city rubbish incinerator or the like. SOLUTION: The monitoring apparatus 101 of dioxins includes an unburned carbon concentration-measuring apparatus 103 for measuring unburned carbon concentration in processed ash, and a data-processing apparatus 104 for calculating the concentration of dioxins from the set unburned carbon concentration using the relative relationship between the unburned carbon concentration in the processed ash and the dioxins concentration.
